What was fixed? A lot of people have been talking about the "buff" to energy weapons, whether they are talking about the energy damage type specifically, or all energy weapons including Gauss Weapons and Radium rifles, or all elemental damages including Strangler Heart poison, etc, but many are getting it wrong and this is causing a lot of confusion to spread.
The short version is: elemental damage types (energy, fire, cryo, poison, and Rad) are being fixed to factor in their damage bonuses before being reduced by Resistance.
This means that most, but not all, elemental damage attacks, will deal more damage.
Which weapons and attacks benefit from this fix? Any elemental weapon, explosion, or attack where its damage is increased by damage bonuses.
Elemental damage attacks that benefit from damage bonuses, and in turn benefit from this bug fix:
- Energy weapons that deal elemental damage (e.g. laser rifle, plasma rifle, Tesla, Cryolator, Flamer)
- Weapons with elemental mods or otherwise hybrid damage types (e.g. War Glaive, Crusader Pistol, Super Sledge, Shishkebab)
- Explosions (e.g. Explosive legendary effect like on Crusader Pistol or on legacies, Plasma grenades, Molotov Cocktails' initial fire damage explosion, Hellstorm Launcher missiles)
- Attacks – that fall into the above categories – made by specific enemies who gain damage bonuses and multipliers (e.g. all Super Mutants who use laser or plasma guns, various Daily Ops enemies who use laser or plasma guns)
- Legendary/boss enemies' attacks that fall into the above categories (e.g. Protectron laser guns, Assaultron head laser, Robobrain Tesla, Blood Eagle and Super Mutant plasma and laser guns)
Elemental damage attacks that do not benefit
from damage bonuses and remain unaffected by this fix:
- Radium Rifle and Gamma Gun's Rad damage
- Nuke zone Rad damage
- Scorchbeast Queen's Rad damage
- Mirelurk King's melee attacks' poison damage
- Strangler Heart NPC (Heart of the Swamp event) poison
- Strangler Heart Power Armor poison
- Gamma/Beta Wave Tuner fire damage-over-time effect (i.e. DoT)
- Perfect Storm fire damage DoT
- Molotov Cocktail fire damage DoT (the part that follows the initial explosion)
- Fire damage DoT triggered after the initial fire damage dealt by a weapon mod, such as on a Crusader Pistol or War Glaive.
- Most non-Legendary/non-boss enemies' attacks
: While many elemental damage attacks scale with damage bonuses, and in turn benefit from this bug fix, quite a few do not, including damage-over-time effects, Rad damage attacks and effects, and most enemy attacks. Sounds like most of my weapons will be better. But...how much better?
Let's say you have a laser rifle with a base damage of 44 (no Perks, consumables, mutations, weapon mods, etc). If your PipBoy says 44 damage on it, nothing will change for you. You don't have any damage bonuses boosting the 44 base damage number where this bug fix would help you.
However, if your PipBoy says 200 damage on it, and your enemy has 150 Energy Resist:
- On live, due to a damage calculation) bug carried over from Fallout 4, you will only deal 64 Energy damage.
- On PTS, as this bug has been fixed, you will instead deal 111 damage, an increase of 73%.
If you want to calculate the % damage increase for your own weapons, you can use the following math equation (simplified based off the damage calculation linked above):
(BuffedDamage / BaseDamage)^(0.365) - 1 = DamageChangePercentage

You will enjoy a much greater benefit post-patch by stacking higher damage bonuses. I'm curious. Why did this fix for damage bonuses solve anything?
Let's say you have two guns:
- Gun A deals 10 damage/shot, and fires 5 shots/second
- Gun B deals 50 damage/shot, and fires 1 shot/second
Let's say you shoot both at the same enemy for one second each:
- Against an enemy with 0 Resist, both guns will deal 50 damage each after one second. They do the same damage, that makes sense.
- Against an enemy with 50 Resist, Gun A will deal 14 damage and Gun B will deal 25 damage after one second. That's a difference of 79% damage! That...sounds wrong.
What happened? Fallout 4 and 76's damage calculation
) makes it so bigger hits are reduced by a smaller % and smaller hits are reduced by a bigger %. In essence, more damage/hit gives you a "built-in armor penetration" effect, and less damage/hit gives your enemy a "built-in armor bonus."
The reason why elemental damage types were suffering is because their damage bonuses weren't being factored into the equation, so a head-melting 500 damage laser rifle shot was being reduced like it was just a 44 damage tickle. Even if you stacked damage bonuses, you were not getting the "built-in armor penetration" that a Physical damage attack in this scenario does. Instead your enemy was getting a "built-in armor bonus."
Now that the damage bonuses are factored in, that laser rifle shot will start melting heads, even on higher Resist enemies, the same way that Physical damage weapons do. Before this PTS, Anti-armor was the best for elemental damage. Did it get nerfed?
Anti-armor did not get nerfed. It's just that the damage bonuses are now going to offer a "built-in armor penetration" effect for elemental damage, the same way they do for Physical damage, and the other 1st star effects like Bloodied offer those damage bonuses and Anti-armor does not.
As a result, while Anti-armor is still very good and not "nerfed" – it's still 50% armor penetration – it won't contribute as much as it did before while the other effects will contribute more than they did before. Summary:
Anti-armor is still good, but now the other options are better than they were before. So Anti-armor is still good, but is it still the best effect after the next patch? Should I go back to Bloodied or Junkie's? Quad?
This depends on too many factors unique to each person's build and what type of enemies you are fighting. I'll only focus on Aristocrat's/Junkie's and Bloodied as the other effects can't be as easily compared.
Using some math (again based off the damage calculation), I've determined the following:

Post-patch, Anti-armor will match or beat Aristocrat's and Junkie's when you have 146% additive damage bonus not including the 1st-star Legendary effect on your weapon. So, for example, if you have Rifleman 9 (60%), Adrenaline 5 stacked up (60%), and are using Psychobuff/Psychotats (25%), you will be better off using Anti-armor over Junkie's and Aristocrat's. Any bonus additive damage from here will favor Anti-armor more. Yes, you read that right: a Psycho and High Voltage Hefe addict can do more damage using Anti-armor than using Junkie's.
Post-patch, Anti-armor will match or beat Bloodied @ 20% HP when you have 293% additive damage bonus, again not including the Bloodied effect on your weapon. To achieve this large bonus, you need to stack quite a few things: weapon Perks (60%), Bloody Mess 3 (15%), Adrenal Reaction (50%), Nerd Rage (20%), Revenant (50%), Adrenaline 5 (60%), Psychobuff (25%), High Voltage Hefe (15%) = 295%. This can be further enhanced by an Energy Weapons bobblehead (+20%) and maybe 1-3 things I missed, but you won't get much further than that. Summary:
For high HP builds, Anti-armor may remain the best damage/hit. For low HP builds, however, Bloodied may be unbeatable for most people. Depending on your playstyle and the enemies you are facing, you may find using Quad, Two Shot (for explosive launchers), or even Instigating or Executioner's to be better, or you may find Bloodied is too dangerous to play. You do 0 DPS when you are dead, after all. Get more bonuses, do even more damage. Simple enough. How do I stack more damage bonuses to really benefit from this bug fix?
Same as with physical damage, there are many damage bonuses and multipliers in the game that improve your weapon attacks and explosions, or increase the damage your enemies take from your weapon attacks and explosions.
The following is a short list of things to use in your build:

- Legendary Perks (e.g. Taking One for the Team, Follow Through)
- Mutations (e.g. Adrenal Reaction, Talons, Eagle Eye)
- Consumables (e.g. High Voltage Hefe, +% melee damage meats, STR gained from alcohol increases melee attack damage, Psycho, Energy Weapons Bobblehead, Magazines)

My doctor said in all of her 20 years this is one of the worst she has ever seen. Allergic to all our trees and grass over here in Michigan, dust, mold, etc..
Will most likely start my shots. Have had one nostril blocked my whole life and will hopefully be able to breathe fully after. I never had a bad reaction other than having sneeze attacks sometimes and my throat closing a little after eating sushi/fish. I will never stop eating sushi.

Each time I start up my custom modpack the game gives me an error going like [MOD] encountered an error during the sided_setup event phase, each time with a different mod, each time it's a different mod and I've tried redownloading the game, reinstalling every mod, checking for compatibility issues, nothing there is wrong, hell, I've swapped accounts even, all to no avail, this has been going on for the past week, any help would be appreciated!
